Clinic Mutual Insurance Company

The roots of the Clinic Purchasing Group Program (CPG) go back to 1987, when Chapman joined forces with several leading nonprofit clinics and associations to create the Clinic Mutual Insurance Company (CMIC), a clinic-owned medical liability insurance company. In 1997 NORCAL assumed CMIC's book of business, roughly 120 clinics in California and other Western states. Since then, the CPG program has grown to approximately 230 clinics. In 2009, NORCAL undertook a revision of the CPG policy to ensure that coverage is in line with current clinic practice and to enhance some areas of the program.

NORCAL Mutual Insurance Company provides specialized medical liability coverage for thousands of community-based healthcare clinicians through the CPG program, with Chapman as the exclusive broker. The program delivers a broad range of policy coverages and services customized for community clinics. Coverage is even extended to volunteers and contract providers.

Through CPG, Chapman can help your nonprofit receive specialized medical liability coverage. The uniquely tailored program is designed to provide you with comprehensive protection and the peace of mind necessary for you to focus on what really matters - your community and patients. The program's many benefits include:

  • Clinic and employee coverage
  • The right to consent to settle -Defense spending that is uncapped
and outside the limits of liability
  • Physician Administrative Defense (PAD) Reimbursement Coverage
  • Optional Prior Acts Coverage

CPG also offers optional FTCA Gap Coverage. Many healthcare facilities covered by the Federal Tort Claims Act (FTCA) offer services that fall outside federal protection, leaving them potentially exposed to major liability risks. CPG's Gap Coverage "wraps around" your existing FTCA coverage, creating a comprehensive medical liability solution.

NORCAL's Physicians Administrative Defense (PAD) Reimbursement Coverage helps protect you and your employed licensed healthcare professionals against the financial impact of an administrative investigation or employment-related civil action. In such cases, NORCAL pays your legal defense costs, up to the applicable limits of reimbursement.

In addition to comprehensive medical liability coverage, NORCAL offers expert risk management and claims handling services, unmatched in the industry.

Through CPG, Chapman provides community clinics throughout the Western United States with outstanding coverage tailored to their unique needs.

Community First Workers' Compensation Program

Community First Everest National Program

Launched in December 2000, Community First was designed to provide Chapman clients with a reliable, cost-effective alternative to traditional Workers' Compensation (WC) insurers who were offering only high-cost, low-service policies.

The Community First Program is a guaranteed-cost WC program that is underwritten by an A+ (XV) insurer that is licensed and approved to operate in California. Highlights of the unique program include:

  • Open to class codes most other insurers will not entertain
  • Underwritten by a financially-strong insurance company (A+ XV)
  • Lower deposit payment requirements and installment plans
  • Use of Gallagher Bassett's nationally recognized claims services
  • Access to Concentra's largest medical-provider network in the U.S.
  • Access to more and improved loss-control services

Since its inception, over 400 Chapman clients have chosen to be insured through the Community First Program. In total, these nonprofits have saved over $8,000,000 in premiums.

In enhancing the Community First Program, Chapman has partnered with the following leading insurance-services firms:
